About Our Client

The primary client is a non-profit organization that works in close collaboration with the School Education Department (SED) and the Government of Balochistan. Specifically, this partnership supports the Balochistan Students Learning Improvement Program (BSLP).

Furthermore, the program focuses on improving Foundational Literacy and Numeracy (FLN) for primary grade students. Consequently, these efforts target students in Grades 1-5 across the entire province to ensure a stronger academic foundation.

Challenge

The project faced several critical obstacles during implementation:

  • Fragmented Systems: Existing digital investments, such as the EMIS, VATT, and COT, largely operated in isolation. Consequently, these disconnected tools could not share vital data across departments.
  • Learning Gaps: Diagnostic assessments continued to highlight significant gaps in foundational skills across Balochistan. Despite the presence of existing digital tools, student performance remained below target levels.
  • Data Silos: The system lacked strong links between teacher development and student learning outcomes (SLOs). In fact, this disconnection made it difficult to measure how training actually impacted classroom practice.
  • Low-Resource Environments: Many remote areas suffer from limited internet connectivity and diverse multilingual requirements. Therefore, the tools had to function effectively in five different languages while maintaining offline capabilities.

Solution

E-strats proposed an end-to-end, AI-enabled, and offline-first mobile application designed to orchestrate classroom formative assessments. Key technical solutions included:

  • System Interoperability: Integrating the new assessment tools with the provincial EMIS, COT, and VATT using secure APIs and common teacher/student identifiers.
  • AI-Enhanced Analytics: Utilizing Natural Language Processing (NLP) and speech recognition to assess reading fluency and numeracy while providing real-time feedback to teachers.
  • Evidence-Based Dashboards: Creating unified, role-based online reporting dashboards for education officials to monitor learning outcomes and teaching quality at school, district, and provincial levels.

Build-Operate-Transfer (BOT) Model: Implementing a structured transition plan to ensure full government ownership, including the transfer of source code, AI models, and technical documentation to the SED.

Results

  • Unified Digital Ecosystem: Successfully bridged the gap between EMIS and classroom-level data, enabling a holistic view of the education system.
  • Real-Time Pedagogical Support: Teachers gained the ability to adapt instruction based on real-time learning levels, following the “Teaching at the Right Level” (TaRL) framework.
  • Enhanced Decision-Making: Education officials received monthly analytical summaries and AI-assisted recommendations, strengthening evidence-based policy planning.
  • Institutional Sustainability: Through extensive capacity building and the BOT model, the provincial government was equipped to independently manage and evolve the system post-deployment.

Tools & Technologies

The system is built to be modern, responsive, and interoperable with existing provincial digital ecosystems.

  • Web Framework: Development of responsive online modules and management systems is typically handled using the Laravel (MVC) framework.
  • API-First Architecture: Uses secure RESTful APIs for interoperability with EMIS, the Classroom Observation Tool (COT), and the Virtual Academy for Teaching and Training (VATT).
  • Database Management: Structured database architectures designed for secure synchronization, allowing data to be collected offline and synced once internet connectivity is available.
  • Business Intelligence (BI): Development of unified, role-based dashboards using tools like Power BI for real-time monitoring and advanced data visualization.
  • Digital Public Goods (DPG): The system follows DPG standards to ensure openness, privacy-by-design, and to avoid proprietary vendor lock-in.
  • Security: Implements GDPR-aligned data protection, role-based access control (RBAC), and encrypted data transmission.
